Specification of GL and CP definition on RVSD

Hello, I have a question about the specification of Recoverable Virtual
Shared Disk.
I'd like to make sure how to determine CP(Crown Prince) node.
The redbook "RS/6000 SP System Management: Easy, Lean and Mean" says
that the heartbeat daemon also has a notion of the crown prince, which
is the next-highest-numbered node, on page 129. In this sentence,
does "the next-highest-numbered " means that CP node is decided from
IP address of SP Ethernet, or node number?
For example:
Our SP has 16 wide-nodes, and each node has the following SP Ethernet
address.

node 7: 9.170.3.7 node 15: 9.170.3.15
node 6: 9.170.3.6 node 14: 9.170.3.14

The node with the highest numerical IP address is node 8.
I know that Group Leader node for the HB daemon is node 8, and GL node
for the HA daemon and HC daemon is node 16.
On this situation;
1. CP node for the HB daemon is decided to node 16, because node 16 has
the next-highest numerical IP address.
2. It is decided to node 16, because the node with highest node number
in the remain nodes is node 16.
3. It is decided to node 7, because the next-highest-node number of 8
is 7.
Which is correct?

It goes by IPaddr; the GL will be the highest IPaddr but
forced to be the CWS, as long as it is up. Then the CP will be the
next highest IPaddr, or actually the highest IPaddr when the CWS
is forced as GL and CWS is not highest IPaddr. For Locustgrove,
the CW is not forced to be an adapter GL, it is based strictly on
IPaddr ordering.
