7024-E20 and unattended start mode

Hello.
A big customer here needs some clarification on 7024-E20 and
unattended start mode: although the option of unattended start mode
is available in SMS, it does not work at all: even with this mode
set and acknowledged in SMS, pulling out and then in the power plug
the E20 does not restart: the power led blinks, that's all. It should
restart and just lock the keyboard until the power on password is
typed, but nothing happens.
Does it need the service processor? It's not available on the E20!

The E30 and F30 require all require human interaction when
rebooting after recovering from a power failure. There is a feature
code for a Service Processor on the E30 and F30. This is an ISA card
that is plugged into an available slot. The Service Processor has a
function which allow the system to power- on after a power failure.
ENABLE/DISABLE UNATTENDED START MODE
This option may be used to instruct SP(Service Processor) to
immediately power-on after a power failure, bypassing power-on
password verification. It is intended to be used on servers that
require automatic power-on after a power failure.
Without the Service Processor, the E30 and F30 cannot
automatically reboot after a power failure has occurred.
