Netview 3.1 install fails on 4.1 system.

Env:  aix 4.1.2
      netview 3.1.0.0
Desc:
  Errors installing netview 6000 system view.

  Have already unlocked product to disk, then on installing from disk
   getting the errors.
Action:
  This seems to be the problem you see when you try to install 
   netview 3.1 on a 4.1 system.

  Customer will need to get the refresh (part 569-6731) from boulder.
Next:
  Customer getting refresh, closing per customer agreement.
