Desc:  
   Customer was restoring some files from a sysback full system
   backup using the sysrestore command and got these error messages
   on some of the files:

   import of PCL's for \ failed device busy

Action:
  All versions of sysback Ver 2 and Ver 3 uses backup by name
  format (backbyname command) to restore the data.  This 
  message means this:

  When a file is backed up with backup (by name), a PCL 
  (Privilege Control List) for files and directories written to
  the backup is created.  The list contains information such
  as mode, time, etc., for files and directories.  At restore,
  the PCL is checked against the privileges of the existing
  directories and files.  If they are not the same, an error
  like the above one is generated.  Also located APAR IX43051
  for this, the fix for which causes a more meaningful message
  to be produced.  Ordered fix for IX43051 under above PMR
  number.  The data is restored ok.
