xlC takes 75 seconds to compile hello.C

Question: 
Customer is compiling a 'hello world' type program in 
C++, compiling it with xlC, and it seems to be taking
75 seconds to compile. Customer has the following products: 
ENVIRONMENT: 
AIX  4.1.2
xlC 3.1.1.

Response:
It looks like this defect is fixed in v3.1.2 of the CSet compiler. 
You will upgrade.
