2501-120 SYSCTL can't find message library

SP2 - SYSCTL can't find message library

E:  3.2.5
    SP2 with 16 thin nodes

D:  The customer recently upgraded to release 2 of pssp.  Now when
    starting sysctl he gets the message:

        2501-120 Client could not open message catalog.

    While it is running, he gets errors saying that the message was
    not found in catalog.  He tried setting his LANG variable, but
    that didn't seem to work.

Desc: This problem is due to a link that is broken at ptf2.
        The link that should exist is the following:
/usr/lib/nls/msg/En_US/smsysctl.cat ->
         /usr/lpp/ssp/config/msg/smsysctl.cat
        After this the message files can be found and everything 
        works fine.
