rlogin still prompts for password if ADMCHG flag is set on server user


user1@client.fully.qualified.domain wishes to rlogin at
server.fully.qualified.domain as user2.  user2 has a file
/u/user2/.rhosts, owned by user2, permissions 600, that
includes the entry

client.fully.qualified.domain user1

This setup should allow user1 to rlogin as user2 without being
prompted for a password.  But the password prompt still occurs!
  
Response:

In the server file /etc/security/passwd, user2 has the flag ADMCHG
set, because root on server just set user2's password.  On the 
server, 

pwdadm -c user2

will clear all flags on user2 and allow user1 to rlogin as user2 without
password.
