OpenMail "routing table or access control list version too old..."

Question:

When trying to install the FAX component, customer is
is getting error "routing table or access control list version
is too old for this program to understand.  Run ominstall to upgrade
file." Running ominstall again does not fix problem.

Response:

Customer did an omreset -i to "uninstall" openmail, then reinstalled.
Install worked fine this time, no error on fax component
