trying to create text form p.s roff giving error

DESCRIPTION:  his nroff, troff and psroff do not work.  He gets the
error that it can't open the tmp file.

Had the customer run 'tcbck -n ALL > /tmp/tcb.out 2>&' to look
for permission problems.  Nothing apparent.

Error message is:
troff: 1004-006 Cannot create temp file.

Response:

There was no /usr/tmp directory, when he created the link form /usr/tmp to
/var/tmp  and now troff works again.

Basically this is a documentation error, as INFO says that these
utils write to /var/tmp, but they do it through the /usr/tmp link
