SP2: output of uptime command is showing unusual time

APAR IX45246 is an Austin "opinion" as to why this should not be fixed
in the base O/S because it is unique to the startup process of SP
machines.

APAR IX45149 is circumvention from Kingston that modifies /etc/inittab.

Customer has a different solution, a different uptime executable from
a public domain package called monitor.  As neither of the APARs above
actually provide a code fix, he has elected to stay with this different
executable.  Instead of using /usr/bin/uptime, his executable is located
in /usr/local/bin/uptime.
