DESC:  Mksysb is not saving the extended permissions.  Will sysback
       save the exteneded permission.

ACTION:
  
  The answer is yes sysback will restore the extended file
  permissions.  Sysback  ver 2 and ver 3 both use backup by
  name for most of their commands and mksysb uses tar.  Restore
  (restbyname) will save the extended permissions, but tar will
  not.
