I am running an AIX OS level that is less that 3.2.3e.  I am trying 
to install PTF U428228 and I am getting lexical errors.  How do I get 
this PTF installed?

  Order this FIX: APAR IX43467

  ERROR DESCRIPTION:  On systems at level 323e or prior to that, the
                      latest installp fix U428228 can not be installed 
                      as it results in systax errors.
   LOCAL FIX:  Install U422467 first.  Then install U428228

PROBLEM SUMMARY:  On systems at level 323e or prior to that, the
latest installp fix U428228 can not be installed as it results in
systax errors.  

PROBLEM CONCLUSION:  Remove the new style ifreqs from the prereq file.

If the customer does not have U422467, order APAR IX43467.
