Hanging on C31 when booting from a sysback tape

Question:

Env:
  AIX 4.2.1
  RISC F50 (server) E30 (client)
  sysback 4.2.1.8
  Tape 8mm 5gb  (external)

Problem:
  Customer created a system backup on the F50 to boot the E30 from.
  He created a rspc boot image tape.  When he tried to boot the 
  E30 from that tape, he hung on led C31 and the message to
  Press F1 and hit enter appeared.  WHen he tried that nothing
  happened on the keyboard.

Action Taken:
  It appears the customer is missing the keyboard device drivers for the
  E30 system.  I will have the customer install these filesets below.
  Some of these filesets the customer already has installed.  Once these
  filesets are installed, the customer will then need to reboot and
  rebuild the System backup again.

  The above solution fixed the customers problem
