remote RAN on UDS V.3229 sync MODEM does not come up as defined

Question:

AIX v 3.2.5 model 500 series

I have an RISC 6000 that has 128 port adapter. The RAN on this
adapter is connected to a UDS V.3229 sync. EIA 232 14.4 8-wire modem.
This modem is connected to a similar modem at the other end. Though
the local RAN comes up as defined , the remote RAN does not even show
on the RISC 6K. We are using the cabling specs. given in the
System Management guide (Operating System & Devices) ,Oct. 93
pg. 21-52.
Is this particular modem incompatible with the RISC 6000?

You are using NE,NF cables which should be fine.

Has the clocking setup as specified (only one modem is doing the clocking).

Response:

Explained to the customer that if he is getting some communications from
the host they will see a P2 on the RAN, and if they get a P4 on the RAN,
then the signal is getting back to the host. If they only get a P1,
then they are never getting a packet from the host and they need to
look for lines that need to be satisifed on the modem.

Response:

Explained the the 6000 provides no handshaking to the MODEMs
connecting RANs, and therefore the important thing is that lines
4, 5, 6, & 20 need to be connected so that the high lines on the
modem satisfy the requirements of other lines on the modem
so the modem recognizes that it is attached to a DTE device.

Response:

When customer sent his modem manufacturer the IBM cable spec, they
said to set the CTS to high. When they did this, the RAN went to
AC almost immediately.

Key for UDS V.3229 using IBM specified cabling, must set CTS high.
