System does not boot from bootable tape

Question:

I was attempting to boot a model 58H RS/6000 using a 3.2.3 SPO bootable
installation tape. I was planning to install the machine using this
tape. I had the key in service and it was going to an led of 262 and 260
and stopping. These led's indicate that the machine is attempting
to preform a network boot because it can not find any bootable media.
I tried to boot again and this time I went to led 299 and then the led
went blank. What is wrong?

The 58H has the new POWER2 CPU chip and AIX 3.2.5 is required.
