Verify Configuring NetLS, also "could not add vendor" message

How do I get NetLS configured?  When I try to add a product password I get
the message "could not add vendor", what does it mean?

Confirmed status of problem:
  Customer has a demo CDROM and demo password.  Customer does
  not know the procedure for entering the password.
Confirmed network status:
  'host \' = ok
  'host \' = ok
  'ping \' = ok
  'ping \' = ok

Attempted to enter the password following the instructions from
  /usr/lpp/xlC/README.xlC  
Command:
    ls_admin -a -v "IBM Software Solutions Toronto" \\
          5da54a553b4c.02.09.15.31.05.00.00.00 p9gb3ycs6ydpw
Result:
    Server not found

Checked daemon status:
    'ps -ef |grep netlsd' = not found
Stopped and restarted the netls daemons:
    'stopsrc -s llbd' = ok
    'startsrc -s glbd' = ok
    'stopsrc -s netlsd' = ok
    'startsrc -s llbd' = ok
    'startsrc -s glbd' = ok
    'startscr -s netlsd' = ok   BUT 'ps -ef |grep netlsd' = not found

Ran the following commands to re configure netlsd:
    /usr/lib/netls/conf/netls_config
    /usr/lib/netls/conf/netls_first_time

    llbd = started
    glbd = started
    netlsd = started

Configure to add tokens:
  Command:
    /usr/lib/netls/bin/ls_admin
  Result:
    Connected to server
    Motif version of ls_admin started
  Commands:
