Customer can write to tape with block size of zero.
Customer can read from tape any block under 32,200 or sy bytes.
Reading blocks over the threshold value yields:
"The read failed because there is not enough memory" *OR*
"A system call received a parameter that is not valid".
Customer did experience multiple TAPE_ERR2 and TAPE_ERR4 at one point.

The CE's initial diagnosis looked like a software problem reading data
from the drive, but after further diagnosis, it was determined that this
is a known defect with a batch of 3490's. Some of these drives were
shipped with an undersized buffer prom which prevents the read of larger
blocks. This is correctable through hardware by ording special repair
parts from Tucson.
