LIBPATH is not being followed---works on earlier versions of AIX

DESC: Why would a program not use LIBPATH to find a Library.

OVERVIEW:
When a binary file has the SUID or SGID flag set that
Program will not ever use libpath. This is a behavior
that was added as a fix to 4.1.5.

The reason this behavior was introduced was to remove
         a security risk.

You can check to see if the SUID or SGID flag is set
         by issuing the following command:

                ls -l \

if the group execute permission is displayed as an s
then the file has set-group-ID mode.

APAR IX66344 is the apar that stops libpath from being
searched in programs with the SGID flag set.
