Invalid rulesfile [Power.dt] error

Question:

Level: Upgrade: 3.2.3e to 3.2.5

Logging in as root on console, customer runs open xinit command and receives 
the following error message:
    "Alert  invalid rulesfile [Power.dt]  Cannot read rules"

LANG=En_US
file /usr/lpp/xdt3/$LANG/Power.dt exists.

Response:

Customer had not customized the Power.dt file so instructed customer
to erase the Power.dt file.  When Xdestop starts up again, it will
create a Power.dt file.
