Security: I would like a MOTD prior to login

Question:

I would like to display a warning message prior to an individual
logging on. Is there a way to run the /etc/motd before the login?
It is acceptable to have the message with the login prompt below it.
In other UNIX systems what I'm looking for is referred
to as '/etc/issue'.

Response:

There is a way to have a message displayed prior to login. It can be done by
editing the /etc/security/login.cfg file. The /dev/console stanza is for the
console and the defport stanza is for telnet sessions. I was able to display
a message by including the messge inside the quotes after each of the stanzas,
logging off and logging back on. (This was done by actually going into the
file, editing it, and saving the changes.)

You can not do an actual "cat somefilename" in the login.cfg file because the
the value of the herald is being assigned to a specific variable. If you were
to add "cat somefilename", the actual words (cat somefilename) would show up
on the login screen.
