chsh command returns errors

Question:

AIX 3.2.4

Chsh only works for some users. It returns the error
30004-703: check the /etc/security/login.cfg file.
Problem is, I do not know what to check.
I have checked the permissions on the users'
/usr/bin/chuser file and they are 'x'.

If I run the command to chuser his user, it works.
If he tries to run the command, he recieves the above
error as well as 3004-634: cannot get shell.

Response:

We checked the login.cfg and Tsh (which is the shell she
is trying to use) is listed the the file.

Response:

Called customer and checked out a few things. The permissions on the
/etc/security/login.cfg seemed correct. Made sure that the shell wanted was
listed in the "usw" stanza of the login.cfg file. Made sure that the chsh
and chuser were in the security group.

Everything seemed to be OK in the above areas. Will do further research.

Response:

Marci called back and reported that she had fixed her problem by
changing the group ownership of /etc/security/login.cfg from system to
security. She says the item can now be closed.
