Hanging on led 610 when doing a sysback network boot

Question:

Env:
  AIX 4.2.1
  RISC R24
  sysback 4.1.4.4

Problem:
Customer is trying to perform a network boot from one R24 to
another and it is hanging on led 610

Action Taken:
I first had the customer go through the complete fax on
  sysback.led.610.sys which is on 1-800-IBM-4FAX document 8579
  on the boot server system.

That did not fix the customers problem.

  lssrc -g nfs -->
 Subsystem Group PID Status
 biod nfs \#\#\#\# active
 nfsd nfs \#\#\#\# active
 rpc.mountd nfs \#\#\#\# inactive
 rpc.statd nfs \#\#\#\# active
 rpc.lockd nfs \#\#\#\# active

startsrc -s rpc.mountd
It still did not start that resource

host 127.0.0.1 returns bad information for loopback
Created the /etc/netsvc.conf file with hosts=local, bind

Now the customer could start the rpc.mountd and now the
other system could boot to service mode using sysback
