Trying to set up caching nameserver

Customer has AIX 3.2.3 loaded. It currently is a domain nameserver.
How is caching for the internet configured on a domain nameserver?

Here is some helpful information relative to domain nameserver caching: 

If AIX 3.2.3 is loaded, the PTF needed to order is
U412332 for DNS caching. This is included in AIX 3.2.4 and later.

The cache file should have all NS lines start with a "." only.
The example /etc/named.ca file in InfoExplorer is inaccurate.

The root level internet nameservers (the ones put in the cache file if 
the system is connected to the internet) can be obtained by sending mail 
to:

service@nic.ddn.mil with a subject line "netinfo root-servers.txt".

It can also be gathered via anonymous ftp from "nic.ddn.mil". It is the
file root-servers.txt in the "netinfo" subdirectory.
