Filesystem does not mount at reboot because "device is busy"


Question:

Our system is at AIX 3.2.4. We rebooted the system last night and all
of our local filesystems mounted except one.  Here is the stanza in 
/etc/filesystems for the filesystem that will not mount on reboot:

/local:
        dev     = /dev/lv00
        vfs     = jfs
        log     = /dev/hd8
        mount   = true
        check   = true
        options = rw
        account = false

The /pgm stanza that is below the /local one is just the same (except
a different dev) and it is not having any problems.  There is not an
error number with the message when the /etc/rc tries to mount the
filesystem with mount all.  The error message produce is:

  /local: device busy

Response:

This problem has been reported before and seems to be a timing problem.
It might be a drive that is slow in spinning up.  You should try
putting a short sleep in front of the mount all command in /etc/rc
and see if this corrects this problem.
