I want to keep all users except root off the system.

Question:

I was told that if you execute the command:

        \# touch /etc/nologin

this command would create an environment that would allow
only the root user id to login. Is this true?

Response: Yes. It is fairly easy to test this on any system.
You may have seen this command in the upgrade installation notes
when you upgraded your system. Please note, however, that
it only works in favor of root - not other user id's.
