Can't restore a logical volume to another name

Question:

Env:
  AIX 4.1.5 
  RISC 390
  sysback 4.1.3.2
  Tape 8mm 5gb

Problem:
  Customer created a power backup using sysback

  Then tried to restore a logical volume from that backup to
  another name that did not work correctly.

  Customer wanted to restore hd1 over top of lv03
  This did not work, it appears it is over laying hd1 with
  the data..

  I did a export SBDEBUG=1
  I put a file in the /home/sysback/debug.out

Here is part of the file:
