cannot get job scheduler to start

 PROBLEM:
There is a 'jsgui' and a 'jscontroller' process running, there is
no jsagent process.

Error message, can not connect to controller on 9

*ACTION TAKEN:
When customer tries to access the gui he gets this message:

Error on socket 14, rc = 3, error number= 79
could not connect to kernal.

I think we just need to start the agent.

Customer has a script to start the agent piece:

/home/jsadmin/agents/startagent.ksh

But when he runs it he gets this error:

Can not read the paremeter file /home/jsadmin/etc/oratracker.config

Found 'oratracker.config' in /home/jsadmin/agents and moved it to
/home/jsadmin/etc. and reran the startagent.ksh.  The agent came up
OK.
