DCE: dce/dfs slow down, mess up after using low level debugger

Problem: DCE and DFS begin failing in various manners after
customer has used the low level debugger.

Explanation: This occurs because they system clock does not
advance while the customer is in the low level debugger.  
Therefore upon exitting, the system is off in time compared to
the rest of the cell.

Solution: The only real solution is reset the clock to coincide
with the remainder of the cell.  This should be possible since
we will be moving the clock forward.  However, existing tickets
may have to timeout as invalid before the new time will take
effect.
