DCE: permission not valid for this acl, when adding client

PROBLEM:

When customer tries to add a client he gets a message that says

"permission not valid for this acl"

ACTION TAKEN: 

This same message is given if one manually creates a server
entry by doing

cdscp create dir /.:/hosts/foo
cdscp create obj /.:/hosts/foo/self CDS_Class RPC_Entry CDS_ClassVersion 1.0
acledit -e /.:/hosts/foo/self -m any_other:rw

SOLUTION:

This results from a defect in acl_edit which allows an insert
acl to be placed on the initial object for /.:/hosts.  Removing
this insert permission for any acl entries for the initial
object of /.:/hosts will correct the problem.
