Can't run remakevg from command line

Question:

Env:
  AIX 4.2
  RISC 390
  Tape 8mm 5gb 7208-011
  sysback 4.1.1.4

Problem:
I created a fullsystem backup using sysback. I then removed one logical
volume from the system. I can recreate it just fine within smit, but
I am unable to do so from the command line:

remakevg -l -f /dev/rmt0 -q -i1 raw1lv
Rewinding /dev/rmt0 ...
Reading table of contents ..
remakevg: Cannot read table of contents from backup media!

How would I tell the command, the tape was fullsystem and not just a
regular backup?

The only way I found it to work was by doing this:

tctl -f /dev/rmt0 rewind
tctl -f /dev/rmt0.1 fsf 4
remakevg -nlf /dev/rmt0 -q rawlv
Rewinding /dev/rmt0 ...
Reading table of contents ..
remakevg: Cannot read table of contents from backup media!

How would I tell the command, the tape was fullsystem and not just a
regular backup

The only way I found it to work was by doing this:
tctl -f /dev/rmt0 rewind
tctl -f /dev/rmt0.1 fsf 4
remakevg -nlf /dev/rmt0 -q rawlv

Action Plan:
open up a problem record with the developer

Response:

Fix with sysback.rte 4.1.1.5
