Terminal Function keys not working using TELNET to connect to MVS/3270

Question:

The customer is using Telnet to connect his 3151 to a MVS machine
via his RS/6000.  The problem his is encountering relates to the
function keys on his 3151 not mapping over to the MVS machine, but
they work fine on the RS/6000.

Response:

I asked the IR to make sure his function keys were set to default
('echo "\\t"') but this didn't make any difference.  

  1) Copy the file "/etc/3270keys" to "$HOME/.3270keys" for the user
     in question. 
  2) In the file "$HOME/.3270keys", change the "bind" entries for 
     each function to relate to the escape sequence generated by 
     the terminal in question for each the particular function 
     listed (if possible). For the 3151 these sequences can be
     found in Appendix C of the 3151 Reference manual.
  3) If this will be used often it is a good idea to save this file
     for later use (ie you can call it "/etc/3270keys.ibm3151").
