LVM: 0516-028 internal map file errors

Desc:  Most LVM commands fail with:
0516-028 \: unable to open internal map file

Action:  The /etc/vg directory is missing.  Even though at AIX v4 the
/etc/vg/vg\ files contain no size, they must still exist.  We
recreated the /etc/vg directory with permissions of 775, owned by
root:system, and suddenly all the LVM commands work.
