  Yes, quorum is required for concurrent access. Because, if node A 
looses access to the drives with the first copy then he will only be
working with the second copy of the data,  but node B will still be 
working with the data from the first copy and will not know about the
updates being performed on the second copy.  Thus your data would be
out of sync with no way to recover.
