TTYs are dropping characters on native, 8 and 16 port adapter


ENV:
        AIX 3.2.5.0
        7012-340
        IBM 3151 and Wyse 60 terminals
        128-port, native serial port
DESC:
        One terminal, the one on S1 port (our console) is dropping
        characters intermittently.
ACT:
        tty0 (00-00-S1-00) is dropping data intermittently.
        Baud rate is 9600

        Set both XON/XOFF and RTS/CTS
        Reduced transmit buffer count from 3 to 2 then 1 then 0.
        Set tbc from 64 down to 16 then 4 then 1
                Discovered that when we turned on RTS/CTS the 3151 locked.
        I sent a software breakout box program and it shows CTS is
        always low.  We swapped cables and got RTS/CTS working OK.
        Things improved but when you do an lptest you are still
        intermittently dropping characters.

        THIS ONLY OCCURS ON NATIVE SERIAL - NOT ON 128-PORT!

        Did all that we can think of to improve responsiveness.
        Sent U495101 to get latest and greatest ttydd and rsdd.

        the customer has not had the problem occur.
