1. Install xlC.Bnd
This adds some files to /usr/sys/inst.data/sys_bundles:

xlC.C++_SDE.bnd C++ Compiler and Software Development
Environment Tools

xlC.C_tools.bnd C Compiler + Tools (Debugger)
xlC.C++_learn.bnd C++ Learner's Kit
xlC.C++_tools.bnd C++ Compiler and Tools
