wide node always boots in diagnostics

Question:

ENV: regardless of keylock position.  AIX 415, PSSP 2.2.0.3
9076, wide node

DESC: spmon or perspectives can change keylock position,
and reports the change to normal, secure or service.  But
with key in normal mode, node always boots to diagnostics.
On a fresh install, spmon shows key in normal mode, but
the install stalls at three digit LED of c58, which
indicates "Turn the key to Normal and press Enter."
Also, since diagnostics booted, if we run "Advanced
Diagnostic Routines" / "Problem Determination" /
"Base System", the keylock fails with SRN 816-185.

ACT: swapped node supervisor card with one from a working
node, but the problem did not follow the card - the known
working node stayed working.  The failing node behaved
slightly differently, though, stopping at LED c31, which
is a prompt to select a console.  Diag now does pass the
keylock test.

Well, since we never really completed an install (always
hung at c58), lets install the node again.  Behavior is
now correct.

Reseat of node supervisor card might have been enough to
remedy the problem, that includes disconnect and recon-
nect of three internal cables and the frame RS-232 cable.
