Can't change s20 port flow control.

DESC:
He is able to establish the reverse telnet session to the 7318 and
print to it, but he cannot get RTS/CTS flow control to work. 
Customer is using S20 style ports and is using the keywords
'rtsxoff' 'ctsxon' on the stty line of the Port configuration
in the s20.cfg file.

ACT: customer found that they settings he was making the the s20.cfg
file were being ignored because of a missing equal sign after the
"stty".  Once the '=' was put in the line, it worked fine.
