Do AIO changes take effect immediately

Env: R24 running 3.2.5

Desc: Customer wants to know if changes to AIO are immediate or if
they need to reboot to take affect.

Action: ALL AIX devices that I am aware of require that the device be
unconfigured and then re-configured to make a change. This is why
devices that are in use cannot have there attributes modified. This would
be roughly equivalent to running these commands:

 rmdev -l \
 chdev -l \ -a \
 mkdev -l \
