Action: Looks like this is a known defect:

The clverify command checks for specific APARs that may need to be
applied to the system. These apars are included on the installation
media you have just received for HACMP or HANFS. Use smit
install_fileset to install the APARs using your installation media,
only those filesets that are currently installed for those APARs will
be updated. You may wish to use the preview option on the smit screen
to see if filesets really need to be updated.

If you installed AIX 4.1.4.0 fresh then these two APARs IX51671 and
IX52957 will have been included in the 4.1.4.0 installation for the
filesets that fix these APARs; however the instfix command may report
no data on the APARs.
The messages may be ignored if you have the 4.1.4 or later versions
of these filesets:
    devices.mca.8f78.rte
   devices.scsi.tm.rte
