0789-020 e789: caused by incomplete HCON installation

ENVIRONMENT:
   AIX 3.2.5, SNA Server/6000,  HCON v1.3,
   
DESCRIPTION:
   Customer has an active link station and active LU2
   (SSCP-LU) sessions.  He issues the 'command e789 a' to
   start an HCON display session but gets error:
      0789-020 e789: cannot open file __ for session __
      0789-966 invalid or duplicate 3270 host connection
         session name was used.

Response:

   Error 0789-020 is related to the keyboard and color definitions.
   However, this problem is more specifically related to an 
   INCOMPLETE INSTALLATION of HCON. 

ACTION:
   Reinstallation of full HCON image per product installation 
   instructions resolved the problem.
