  AIX 3.2.5
  sysback 3.3.2.4

Desc:
  Customer is doing a remote full system back using sysback.
  When creating the boot image the customer is getting
  this message scroll on the screen over and over

Action:
  logged into the server
  cd /sbin
  rm rc.boot_sb
  cd /usr/lpp/bosinst/diskette
  rm tapefiles3_sb

That corrected the problem

These messages occurr to allow multiple full system backups
to be run on the same machine at the same time.  You cannot
run the bosboot, mkinsttape or create the sysback images
at the same time someone else does.  So sysback will monitor
if those files exist then it assumes someone is creating 
a boot tape and it will have to wait until the files are
gone.  Those files get cleaned up after the commands have
run, but if the mkboottape.sh was killed with a kill -9 then
the process will not be able to clean up correctly.
