Problems with remote services

Description:  
 Went into .services file and forces N to Y to  allow remote
 file access.

 Then only back devices that showed for root was /dev/rmt0.

 The listing below is the .remote_access from the server.

 +ralph:+root:/dev/rmt0::
 +ralph:+all::/tmp:/usr
 +ralph:+lmiller::/usr/lpp/sysback/bf /tmp:/usr/lpp/sysback/images /home

 We realize that the first entry limits root to /dev/rmt0.  
 But the second entry should allow access to the listed 
 directories????  Users other than root in this example worked 
 fine.

Action:
This is working correctly. If you set up a record for a 
specific user, it overrides any record for all users. Take a 
look at the manual, it has a very detailed section on these 
permission records.
