ACTLU cold start NOT SUPPORTED

ENVIRONMENT:
   AIX SNA Server/6000 

DESCRIPTION:
   ACTLU request frames comming down from a TANDEM mainframe are NOT 
   being responded to (neither ACTLU +rsp, nor ACTLU -rsp) by AIX 
   SNA Server/6000.
 RESEARCH:
   The link station trace shows several incomming ACTLU rqs, however
   there are NO responses from the RS/6000 to the ACTLU requests.

    Byte 1 of the ACTLU is hex 01.
   This is an ACTLU (cold start), which is NO LONGER SUPPORTED.  
   There are fixes available for the TANDEM mainframe
   so that it will send ACTLU ERP (warm start = x02).

RESOLUTION:
   Install TANDEM fixes which support sending ACTLU ERP (warm start).
