remove nodes, interfaces, etc. which have been down for 7 days or more

Be careful. The "7 day" value applies to nodes, not interfaces.
netmon will only delete a node if ALL of the cards in it
are down for 7 days. netmon will only delete a card by itself
if the config check says that the card has been removed.
In other words, netmon won't delete just a card as the result of
a ping, unless, of course, netmon deletes the entire node.

To debug this, you could do a netmon trace, or, you could call
a support representative for advice. To start the trace,
type netmon -M -1 from the command line, then look at the
 info in /usr/OV/log/netmon.trace.
