3151 will not accept login

DESC: Customer restored an old MKSYSB and now his terminals do not
have getty's.

ACT:  Had customer restore the rest of his data.  If this does not
fix the problem, he will call back.

NEXT: Close pcb.

Response:

Act:  He kicked off the restore with    smitty restore  and after 
        restoring 1776 files he got:
        restore: 0511-138 Cannot write to file ./isis/....
        restore: A specified file does not support the ioctl system call
        restore: 0511-121 out of space
        Had him df and saw that /isis wa 99% full, so I told him to
        remove files to clean up space or increase the size of the 
        filesystem.  After consulting with the customer he said they 
        want to increase the filesystem.  He then called back and this 
        time he got further but got a message:
        1800-089: The command being run has been halted.  The process
        for the command was halted by aix signal 13.  I found no hits on
        this message with a sig 13 or restore.  He will further increase
        /isis filesystem and try it again.
