How to start and stop the qdaemon without logging in as 'root'

ENV:  AIX 3.2.5

DESC:  Customer states that he has to log on as 'root' in order to issue
the "stopsrc" and "startsrc" commands.  This should work for users as
long as they are in the 'systems' group.

ACT:  Explained that this is a known problem.  The workaround to resolve
this is to perform the following commands:

   chmod g+s /bin/stopsrc
   chmod g+s /bin/startsrc

NEXT:  Customer tried this and now is able to use the commands without
being logged in as 'root'.  Closing.  \
