Can't use the help button with vms

Env:
  AIX 4.1.2

Desc:
  Customer is running xlvm and when he clicks on the help
  button he gets this error message:

exec(): 0509-036 Cannot load program /usr/dt/bin/dthelpview because 
        of the following errors:

        0509-022 Cannot load library libtt.a[shr.o].
        0509-026 System error: A file or directory in the path name
        does not exist.

Action:
  I had  the customer do a overwrite install of the vms product which
  still did not help.

The file libtt.a is part of this fileset: 

AIXwindows ToolTalk Support X11.Dt.ToolTalk
This fileset contains the executables and libraries required to provide
ToolTalk services for the AIXwindows Desktop.

Approximate Disk Space Required
The AIXwindows Desktop package requires approximately 44.3MB of 
disk space.

Once the customer installed that fileset he was able to use the help
button with vms.
