varyonvg error message 0516-013 on RAID box volume group

Env:    AIX 3.2.5.

Desc:   Getting the following error message while trying to vary on a
        volume group on hdisk2, a RAID unit:

        0516-013: varyonvg: no good copies of descriptor area

Action: Tried importing the VG, but got errors 0516-024 (cannot open
        physical volume).  The customer then rebooted the machine,
        but got the same errors after the import.
                "lspv" showed None in both the PVid and VG fields.  
        There were no relating entries in the error log.
        "hdf /dev/hdisk2 80 10" returned "device busy".
        "dd if=/dev/hdisk2 of=/dev/null bs=4k" returned "device busy".
        "lqueryvg -Atp hdisk2" returned 0516-024

        This RAID unit is the only device on a SCSI-2 F/W adapter.
        Checked to see if the customer has ix42624 (the enhancement
        for the F/W adapter); he does.  He also has version 3.3 of the
        Readi/React software.

        The customer rebooted the machine after powering down the RAID
        unit this time, and on reboot, "lspv" showed a PVid.  We could
        then lqueryvg the drive, import and vary on the VG, fsck all 
        the filesystems, run logform on the jfslog, and mount everything.

        Bottom line: rebooting the machine and shutting down the
        raid unit fixed the problem.
