DCE DTS message "dtscp cannot get binding to dts daemon"

Question:

The customer has AIX 3.2.4 and DCE 1.2 installed. When they attempt
to configure DCE's Distributed Time Service (DTS) they get the following
message:

"dtscp cannot get binding to DTS daemon"

Response:

The configuration appears to be failing at the "dtscp create type server"
line in /usr/bin/mkdce with the error message:

dtscp cannot get binding to dts daemon
reason: binding incomplete (no object ID, no endpoint) (dce/rpc)

The cause of the problem lo0 was not configured correctly. 
It was up, but had "none" for both the network and the address.
The customer did a "ifconfig lo0 127.0.0.1 up" and he was then able to
configure the DTS time server.
