MAIL PROGRAM/NOT SENDING MESSAGES/ONLY SENDING HEADERS

Question:

MAIL NOT SENDING MESSAGES; ONLY SENDING HEADERS.

Mail works on all systems except this one.  Is there anything that
which could be checked that might point to what broke at 1:00 this
afternoon when this stopped working?

The software level is AIX 3250.  Errpt shows no errors.
   lssrc -s sendmail (sendmail daemon is running)
   sendmail -bi (to rebuild aliases)
   sendmail -bz (to rebuild data files)
   refresh -s sendmail (to refresh the daemon)

All these came back with no errors, and the mail still did not work.
We checked the permissions on:

/usr/bin/mail
-rwxr-xr-x   3 bin      mail      132211 Aug 23 20:18 mail

/usr/sbin/sendmail
-r-sr-s--x   3 root     system    234689 Aug 23 20:29 sendmail

Response:

The /var/tmp directory was completely full.  This was causing the
mail to be stuck in the mail queue.
